FrieslandCampina is seeking a highly experienced Program Manager to lead the execution of its multi-year IT/OT Cyber Resilience Program a critical initiative aimed at protecting FrieslandCampina’s 'grass to glass' supply chain from evolving cyber threats. This program addresses short-term improvements and long-term transformation goals across supply chain and enterprise environments.

This role blends program delivery leadership with enterprise-level orchestration, ensuring cross-domain coordination, architectural alignment, and the timely resolution of program risks and constraints. It is central to both short-term improvements (e.g., compliance, hardening, segmentation) and the longer-term rollout of a standardized cyber blueprint and governance model.

You will coordinate a portfolio of complex, interdependent security projects and manage stakeholders up to C-level across IT, OT, supply chain, and enterprise functions. The objective is to ensure regulatory compliance, operational resilience, and business continuity are sustainably embedded in every outcome and ongoing operations together with the other Project Manager’s, where you will act as the coordinator.

Program Leadership & Strategic Delivery

•    Responsible for the end-to-end planning and execution of the cyber resilience program.

•    Be responsible for the coordination and alignment across the multi-functional teams and projects in terms of planning, and reporting of progress and proposals for decision making to the Steerco.

•    Coordinate immediate-term security and infrastructure improvements to address known risk areas.

•    Coordinate the preparation and launch of the longer-term enterprise program focused on standardized architecture, operating model, global site readiness, and industrial cybersecurity foundation, together with the PM’s of the different departments.

Integrated Program & Project Management ETS Program

•    Translate the multi-year strategic roadmap into actionable, sequenced initiatives with clearly defined milestones, KPIs, budgets, and accountability.

•    Coordinate delivery of technical workstreams such as segmentation architecture, site assessments, secure access, and infrastructure standardization.

•    Partner with project managers across business units to ensure dependencies are tracked and interlocks managed effectively.

Stakeholder Engagement & Cross-Functional Coordination

•    Act as the central coordination point across internal stakeholders including technology, operations, cybersecurity, legal, supply chain, procurement, and vendor partners.

•    Interface with enterprise architecture and design governance bodies to ensure that solutions are fit-for-purpose and adhere to approved standards.

•    Surface systemic risks, unresolved dependencies, or execution bottlenecks in steering leadership to support timely resolution.

Site-Level Coordination & Deployment Readiness for ETS Program

•    Plan and oversee the execution of readiness assessments for operational technology environments at factory sites globally.

•    Support site teams and implementation partners in scoping and preparing for network and security infrastructure upgrades.

•    Track risk closure, escalation, and remediation progress at the site level.

•    Together with the other workstreams related to the

Architecture & Governance Alignment

•    Support development and formalization of standardized architecture covering identity, access, segmentation, and infrastructure protection.

•    Ensure that delivery aligns with cybersecurity strategy and technology governance principles.

•    Facilitate decision-making across domains to manage the balance between urgency, practicality, and long-term maintainability.

Reporting & Executive Communication

•    Prepare reporting and decision materials for steering committees and executive sponsors.

•    Drive leadership alignment on strategic priorities, trade-offs, and investment decisions, together with other workstreams.

•    Provide transparent updates on progress, blockers, and critical risk exposures across the delivery lifecycle.

Dimensions:

•    Delivery scope spans global manufacturing and corporate environments, with both centralized and decentralized components.

•    Orchestrates execution across four governance pillars: enterprise IT, OT, cybersecurity, and architecture.

•    High visibility role interfacing with senior leadership, enterprise risk functions, and external delivery partners.

•    Strategic alignment to regulatory compliance (NIS2), operational resilience targets, and long-term cyber modernization.

•    Execution requires both top-down program steering and bottom-up site coordination across regions.

•    Provides Program Delivery leadership across Technology Services projects, while also orchestrating cross-pillar coordination and SteerCo-level alignment.”

Functie-eisen

Hard skills:

•    Sound understanding of IT/OT environments including SCADA, ICS, PLCs, segmented network zones, and industrial DMZs.

•    Practical knowledge of cybersecurity fundamentals in identity, access, endpoint security, and monitoring.

•    Working knowledge of standards such as IEC 62443, ISO/IEC 27001, and NIS2 compliance requirements.

•    Proficient in project and program management tools (e.g., MS Project, Power BI) and frameworks (PMI, PRINCE2, MSP).

•    Experience in global RFP/vendor selection and delivery oversight.

•    Hands-on familiarity with fast-response field delivery models (e.g., SWAT-style assessments and execution).

Soft Skills:

•    Proven experience leading large-scale IT/OT security or transformation programs, especially in distributed execution models (e.g. across factories or functional towers).

•    Background in regulated sectors such as food & beverage, manufacturing, pharmaceuticals, or energy.

•    Familiarity with cybersecurity uplift programs, IT/OT convergence, and modernization of plant-level infrastructure.

•    Demonstrated ability to manage system integrators, vendors, and geographically distributed teams.

•    Experience working in or alongside environments governed by GMP, HACCP, or GxP is a strong plus.

Leadership & Communication

•    Excellent executive stakeholder engagement skills, with experience leading multi-party alignment and governance forums.

•    Ability to orchestrate complex delivery efforts across diverse domains without direct authority.

•    Builds trust through active listening, structured engagement, and transparent communication.

•    Comfortable navigating cross-functional friction and resolving it constructively.
