Wat ga je doen?

De gemeente Papendrecht heeft een opgave waarbij de twee scholen voor voortgezet onderwijs (De Lage Waard en het Willem de Zwijger College) vervangen moeten worden door nieuwbouw. Voor deze vervanging is een overkoepelende projectleider actief die met name het bestuurlijke traject en de zaken die beide scholen aangaan behartigt. Daarnaast is per school een projectleider verantwoordelijk voor alle schoolgebonden zaken die spelen rond de nieuwbouw.

Voor de totale gebiedsontwikkeling van het Van der Palmgebied, waar het Willem de Zwijger College onder valt, wordt een nieuwe projectleider gezocht. De gebiedsontwikkeling omvat naast de nieuwbouw van het Willem de Zwijger College de realisatie van een sportvoorziening voor bewegingsonderwijs en sportverenigingen, een multifunctionele accommodatie (MFA) voor cultuur- en maatschappelijke verenigingen, het aanpassen van het theater, (zo mogelijk) een woningbouwontwikkeling, de realisatie van een parkeergarage en als sluitstuk de herinrichting van de openbare ruimte.

Voor de nieuwbouw van het Willem de Zwijger College is het schoolbestuur (OZHW) zelf bouwheer/opdrachtgever. Er is een onderlinge afhankelijkheid op inhoud en proces. De gemeente is bouwheer/opdrachtgever voor alle andere ontwikkelingen in het Van der Palmgebied.

Binnen deze opdracht ben je verantwoordelijk voor het behalen van de resultaten zoals opgenomen in de mijlpalenplanning. Enkele voorbeelden waarop resultaten moeten worden behaald zijn (voor zowel de sportvoorziening als de school): afronden PvE, opstellen SO+, afgerond ontwerpproces voor het voorlopig ontwerp om daarna door te gaan naar definitief ontwerp en technisch ontwerp. Daarnaast moeten bijvoorbeeld ook resultaten worden behaald voor de inrichting van de openbare ruimte: opstellen van een voorlopig ontwerp met klankbordleden en omwonenden. In de mijlpalenplanning staan alle onderdelen beschreven welke in 2026 (en verder) moeten worden behaald.

Voor de nieuwbouw van het Willem de Zwijger College is het schoolbestuur (OZHW) zelf bouwheer/opdrachtgever. Er is een onderlinge afhankelijkheid op inhoud en proces. De gemeente is bouwheer/opdrachtgever voor alle andere ontwikkelingen in het Van der Palmgebied.

Tegelijkertijd met Willem de Zwijger wordt er ook gewerkt aan dezelfde taken voor de andere school, De Lage Waard. De bedoeling is dat beide projecten gelijk oplopen, zodat de nieuwbouw van beide scholen in dezelfde periode gereed gaat komen.

Als projectleider Van der Palmgebied zorg je er tevens voor dat alle gemeentelijke verantwoordelijkheden worden ingevuld. Ook de afstemming tussen de taken en medewerkers van de gemeente aan de ene kant en die van de school aan de andere kant behoort tot verantwoordelijkheid van de projectleider. Onderwerpen die hierbij spelen zijn communicatie en participatie, vergunningen, stedenbouw, verkeer en civieltechnische zaken. Afstemming met de overkoepelende projectleider en met de projectleider van de andere school behoort tot het werkveld.

Waar staan we?

Het structuurontwerp voor de nieuwbouw van het Willem de Zwijgercollege is halverwege 2024 opgeleverd als resultaat van een architectenselectie, waarbij BDG de gekozen architect is. Dit jaar heeft de raad besluiten genomen om investeringen in school, sportvoorziening, MFA en parkeergarage te kunnen doen. Ook is er geld beschikbaar gekomen om een inrichtingsplan voor de openbare ruimte op te stellen. In oktober is ook besloten dat wij via risicodragend projectmanagement gaan werken. De voorbereiding voor de aanbesteding hiervan loopt. Hierin trekken wij samen op met het schoolbestuur.

Functie-eisen

Wat neem je mee?

Als projectleider kan je snel en accuraat schakelen tussen ogenschijnlijk tegengestelde vaardigheden. Je bent extern én intern gericht; je weet wie belanghebbenden zijn en welke partijen in het proces moeten worden betrokken. Je kan je inleven in het individu én het algemeen belang. Je beschikt over analytisch vermogen én empathie, je hebt lef én je kan je terughoudend opstellen, je hebt een goede antenne voor de zaken die politie-bestuurlijk relevant zijn. Vanuit jouw rol kan je leidinggeven én anderen laten schitteren.

Verder neem je mee:

· Een hbo- of masteropleiding achter de rug, bijvoorbeeld op het gebied van bouwkunde of projectontwikkeling, met zo’n 5 jaar ervaring in de rol van projectleider.

· Je hebt meegedraaid in alle fasen van het ontwikkelingsproces van bouwprojecten, bij voorkeur ook met schoolgebouwen.

· Je bent bekend met het gemeentelijk werkterrein en je onderkent het plezier om iets voor de maatschappij te betekenen.

· Uiteenlopende partijen hebben aan jou een ondernemende, assertieve en proactieve gesprekspartner: iemand die kan overtuigen en het resultaat altijd voor ogen houdt.

· Je weet het evenwicht te vinden tussen maatschappelijke, bestuurlijke en politieke belangen.

· Je hebt een focus op het eindresultaat waarbij je jezelf niet verliest in details.

· Je hebt een ‘hands-on’-mentaliteit die hoort bij een kleinere organisatie waarin niet voor ieder aspect een specialist kan worden ingeschakeld.

At our Papendrecht Campus we have three business lines, each of them have their own risks and challenges. As a compliance specialist, you have the task to advise your colleagues. It is your responsibility to review and analyze applicable law and regulations and to make sure that we meet the criteria now and in the future. The focus will be on water, air, soil, energy consumption and waste. You are able to find the right balance in solutions and you have a clear communication style, which helps us to be and stay compliant and also to reach our defines goals.

What you will do

• Policy formulation and organization
• developing and formulating the company's HSE policy in a team context
• implementing and securing the policy after approval
• following (international) laws and regulations with regard to the work area and advising the organization
• translating laws and regulations into internal procedures and guidelines and implementing these procedures

Environmental 

• performing (having performed) emission measurements and reports in a timely manner
• advising on other Environmental and Sustainability aspects
• coordinating and organizing actions in accordance with the HSE annual plan
