Wat ga je doen?

Als vergunningverlener behandel je aanvragen voor omgevingsvergunningen van begin tot eind. Je denkt mee met initiatiefnemers en werkt klantgericht binnen het juridische kader van de Omgevingswet en (de nu nog gedeeltelijke) inwerkingtreding van de Wet kwaliteitsborging. In deze functie ben je verantwoordelijk voor het toetsen en beoordelen van aanvragen. Daarbij werk je zelfstandig, neem je de regie over het proces en bewaak je termijnen. Je stemt af met collega’s en externe partijen, en je houdt aanvragers goed op de hoogte over procedurele stappen en beslismomenten. De vergunningverlener draagt hiermee bij aan een zorgvuldige en werkbare inrichting van de leefomgeving.

Verder ga je als vergunningverlener aan de slag met:

• Behandelen van vergunningaanvragen (B)OPA’s, meldingen en vooroverleggen binnen het kader van de Omgevingswet.
• Deelnemen aan intake- en omgevingstafels als casemanager.
• Toetsen van aanvragen aan wet- en regelgeving, beleidskaders en verordeningen.
• Signaleren van relaties tussen aanvragen en bredere ruimtelijke opgaven of beleidsdoelen.
• Afwegen van voorwaarden en adviezen bij het opstellen van het definitieve besluit.
• Afstemmen met collega’s en externe partners zoals de Omgevingsdienst en de Veiligheidsregio.
• Toekennen van beschikkingen en verstrekken van informatie aan burgers en bedrijven.
• Adviseren bij de afhandeling van bezwaar- en beroepszaken binnen jouw dossiers.

Functie-eisen

Wat neem je mee?

Je bent zorgvuldig, besluitvaardig en je werkt gestructureerd. Binnen het domein van vergunningverlening weet je overzicht te houden, ook bij complexe aanvragen. Je communiceert helder, denkt in oplossingen en houdt rekening met verschillende belangen. Je hebt ervaring met vergunningprocedures en kunt goed samenwerken met collega’s en externe partijen. Verder werk je zelfstandig, toon je eigenaarschap in je dossiers en heb je het vermogen om stevig in gesprekken te staan en belangen goed te wegen.

Daarnaast beschik jij als vergunningverlener over:

• Een afgeronde hbo-opleiding bouwkunde of een relevante mbo-opleiding met aanvullend ABW 1 (eis) en ABW 2 (pré).
• Kennis van de Omgevingswet, de Wet kwaliteitsborging voor het bouwen en het Besluit bouwwerken leefomgeving.
• Aantoonbare ervaring als vergunningverlener en/of casemanager binnen een vergelijkbare omgeving.

For our site in Papendrecht, we are looking for a Safety Advisor with the specialism in environmental compliance to strengthen our HSE team. 

At our Papendrecht Campus we have three business lines, each of them have their own risks and challenges. As a compliance specialist, you have the task to advise your colleagues. It is your responsibility to review and analyze applicable law and regulations and to make sure that we meet the criteria now and in the future. The focus will be on water, air, soil, energy consumption and waste. You are able to find the right balance in solutions and you have a clear communication style, which helps us to be and stay compliant and also to reach our defines goals.

What you will do

• Policy formulation and organization
• developing and formulating the company's HSE policy in a team context
• implementing and securing the policy after approval
• following (international) laws and regulations with regard to the work area and advising the organization
• translating laws and regulations into internal procedures and guidelines and implementing these procedures

Environmental 

• performing (having performed) emission measurements and reports in a timely manner
• advising on other Environmental and Sustainability aspects
• coordinating and organizing actions in accordance with the HSE annual plan
• organizing, performing, recording and following up on audits with regard to operating conditions
• ensuring that all relevant information is registered and recorded in the data systems intended for this purpose conducting incident investigations and analyzing and handling incidents
• acting as a contact person and source of information for the internal organization and third parties  with regard to the field

• Periodically reporting to management regarding progress, prevention, incidents, project results, any deviations and causes
• Drawing up required (government) reports for external parties

·       General knowledge of occupational hygiene. Prepared to obtain a degree in Occupational Hygiene.

·       Legislation and regulations, in particular the Working Conditions Act.
