Als Deelprojectleider Bedrijfseconomische Inrichting bouw je vanaf de basis mee aan de opzet van het nieuwe Werkbedrijf Venray. In deze sleutelrol koppel je strategische advisering direct aan hands-on realisatie. Jij legt de financiële, administratieve en fiscale fundering voor een inclusieve organisatie en zorgt dat het vaste team na jouw opdracht zelfstandig verder kan. Per 1 januari 2027 start Werkbedrijf Venray B.V. als zelfstandig werkbedrijf van de gemeente Venray om passende werkplekken te bieden aan inwoners met een Wsw-indicatie of een Nieuw Beschut-dienstverband. Het werkbedrijf ontstaat uit de ontvlechting van NLW Groep. Als deelprojectleider ben jij, samen met de kwartiermaker en onder aansturing van de projectleider transitie, de trekker van de bedrijfseconomische opbouw.  

Jouw belangrijkste resultaatgebieden omvatten:  

• Financiële functie & administratie: inrichting van het grootboek en rekeningschema in Business Central, de productie-administratie, openingsbalans, betaalprocessen en AO/IC.  
• Bedrijfseconomisch model: opstellen van het exploitatie- en financieringsmodel, kostprijsmodellen per werksoort, begroting 2027 en de liquiditeitsprognose 2027–2030.
• Planning & Control: opbouwen van de volledige P&C-cyclus, KPI's en stuurinformatie met aansluiting op de gemeentelijke cyclus.
• Governance & Fiscaliteit: uitwerken van de sturingsrelatie gemeente-BV (DVO, prestatieafspraken, treasurystatuut) en regie op de fiscale inrichting (btw, vpb, loonheffingen).  
• Werkgeverschapsmodel: doorrekenen van de financiële consequenties van formeel en materieel werkgeverschap, verzuim en werkgeverslasten.  
• Kennisoverdracht: coaching-on-the-job van nieuwe financiële en P&O-medewerkers, inclusief overdrachtsdossier en borgingsplan.

Functie-eisen

• Je hebt een WO werk- en denkniveau met een afgeronde opleiding in bedrijfseconomie, bedrijfskunde, accountancy of vergelijkbaar;

• Je hebt ruime relevante ervaring (richtlijn minimaal 8 jaar) met bedrijfseconomische inrichting, business/concern control en planning & control;

• Je hebt ervaring binnen het publieke domein (gemeenten, gemeentelijke deelnemingen of overheids-BV's);

• Je hebt een aantoonbare staat van dienst met opbouw-, verander- of implementatietrajecten van financiële functies of P&C-cycli;

• Je hebt ervaring met of kennis van gemeentelijke BV-constructies, Wsw/sociaal domein-financiering en ERP-implementaties (zoals Business Central) is een pre.

• Strategische uitvoeringskracht: je adviseert het bestuur met gezag en richt met hetzelfde gemak de administratieve processen in.

• Verbindend leiderschap: je bouwt bruggen tussen gemeente, werkbedrijf en externe adviseurs en overtuigt op inhoud.

• Coachende instelling: je werkt volgens het principe "voordoen, samendoen, zelfstandig laten doen" om kennis te borgen in de vaste organisatie.

• Bestuurlijke sensitiviteit & resultaatgerichtheid: je blijft koersvast in een dynamisch krachtenveld en boekt gestaag resultaat.

Arbeidsvoorwaarden

• Een salaris tussen de € 5836,- en € 6.34,- bruto per maand o.b.v. 36 uur. De secundaire voorwaarden zijn gebaseerd op 40 uur per week. 

• Een contract van bepaalde tijd van 24 tot 32 uur per week tot 01-02-2027

• Een maandelijks individueel keuzebudget (IKB) van 8,76% van jouw salaris dat je flexibel kunt inzetten

• 25 vakantiedagen; 5 dagen kun je laten opnemen in het IKB budget

• Een goede reiskostenvergoeding; een NS-Business card of € 0,23 cent per km
