De gemeente Venray zoekt een ervaren interim beleidsadviseur afval & grondstoffen die direct kan instappen in een dynamische omgeving met stevige bestuurlijke opgaven, meerdere aanbestedingen en diverse strategische projecten.

Jij neemt tijdelijk de regie over het beleidsterrein afval & grondstoffen en zorgt dat lopende trajecten zonder vertraging doorgaan.

1    Jouw opdracht

Als interim beleidsadviseur ben jij verantwoordelijk voor het voortzetten, bewaken en realiseren van de belangrijkste beleids-, aanbestedings- en projectopgaven binnen het afvaldomein. Je werkt nauw samen met het team Openbare Ruimte, de beheerder afval, de portefeuillehouder en regionale partners.

2    Kernverantwoordelijkheden

• Aanbestedingen begeleiden en afronden
  • Aanbesteding milieustraat (start eind april, loopt 6 maanden)
  • Aanbesteding papierinzameling (start eind april, loopt 6 maanden)
  • Aanbesteding minicontainers (looptijd korter dan 6 maanden)
• Bestuurlijke advisering & politiek-bestuurlijke sensitiviteit
  • Uitvoering van de raadsopdracht Evaluatie PMD & alternatieve inzamelmethoden (deadline Q4 2026)
  • Voorbereiden van beantwoording van politieke vragen over papierinzameling en PMD
  • Afstemming met college, nieuwe wethouder en betrokken teams over lopende dossiers
  • Voorbereiden van evaluaties (o.a. kringloopcontainer, zindelijkheidstraining)
• Projectleiding van grote strategische trajecten
  • Uitdaagrecht: gesprekken met verenigingen, opstellen overeenkomsten, vergunningentraject, bestuurlijke afstemming, communicatie richting inwoners
  • Aanpassen afvalstoffenverordening & nadere regels i.v.m. nieuwe papierinzameling
  • Invoering Ja-Ja sticker (raadsbesluit, koppeling met verordening)
  • Haalbaarheidsonderzoek Circulair Ambachtscentrum (in samenwerking met duurzaamheid)
  • Ontwikkeling PowerBI-ketenmonitor voor datagedreven sturing
• Operationele en communicatieve regie op lopende projecten
  • Uitrol minicontainers (communicatie, afstemming met verenigingen, regie op uitvoering)
  • Coördinatie zindelijkheidstraining met 14 gemeenten en GGD
  • Doorontwikkeling kringloopcontainer op de milieustraat
  • Deelname en opvolging benchmark afval (loopt tot november)
  • Aanhaken bij onderzoek bouwkringloop
  • Aanpak afkeur PMD en overlast via interventies, communicatie en handhaving
  • Aansturen van sprints met afvalcoach en BOA’s (systematische werkwijze toezicht)
• Overige structurele taken
  • Planning & control cyclus afval (begroting, monitoring, rapportages)
  • Regie op communicatie afval & zwerfafval
  • Opstellen van brieven en communicatiemiddelen richting inwoners
  • Deelname aan regionale overleggen binnen de Afvalsamenwerking Limburg (ASL)
  • Aansluiten bij werkgroep Circulair Ambachtscentrum ASL en vooroverleggen Noord–Midden Limburg

Een interim professional die:

• ruime ervaring heeft met aanbestedingen, afvalbeleid en gemeentelijke besluitvorming
• sterk is in projectleiding, politiek-bestuurlijke advisering en communicatie
• zelfstandig kan opereren, snel kan schakelen en overzicht houdt in een complexe omgeving
• direct inzetbaar is en gewend is om in te stappen in lopende trajecten

Max. salaris (afhankelijk van kennis en ervaring): Max. € 5033,- obv 36 uur

As a warehouse worker, you meet the following requirements

• You speak either Dutch or English.
• You have your own transport to reach Venray.
• You are physically fit to handle heavier tasks and can work on your feet all day.
• You have at least one year of experience in logistics.
• You have an MBO-level way of thinking and working.
• You are available to work every Monday (this is a mandatory day)

As a warehouse worker, you will be preparing orders. Together with your friendly teammates, you’ll ensure that orders are shipped correctly to the customer. You will start with packing and shipping the orders. Are you doing well? Then you will quickly be trained in more skills. Herbalife offers a dedicated training program for this. How great is that!

• Monday: Between 06:00 and 23:00 (11:00 PM)
• Tuesday to Friday: Between 06:00 and 19:00 (7:00 PM)
• Saturday: Between 08:30 and 17:00 (5:00 PM)
• Month-end: This is the busiest period; shifts can last until 23:00 (11:00 PM)
