The Project Manager is accountable for the safe, compliant, timely and cost-effective delivery of the TP400 Jet Fuel Conversion Project. The project converts Tanks T402, T403 and T404 from gasoil/general service to dedicated Jet A-1 service and integrates the tanks with the existing filtration, circulation, dewatering, vapour, automation and DPO export infrastructure.

The role covers the full project lifecycle, including detailed engineering, procurement, construction, pre-commissioning, commissioning, operational readiness and final handover. The Project Manager will lead a multidisciplinary team and coordinate all interfaces in a live terminal environment, ensuring ongoing operations remain safe and protected.

2. Project Scope Overview

·      Conversion of Tanks T402, T403 and T404 to dedicated Jet A-1 service.

·      New 12-inch DPO export connections and DDB valve arrangements.

·      Modification of jet fuel filtration and circulation systems.

·      Installation of a dedicated Fast Flush dewatering system connected to recovery Tank T405.

·      Tank internals, piping, civil, structural, electrical, instrumentation and PCS7 automation modifications.

·      Testing, system completion, commissioning and readiness for certified Jet A-1 service.

3. Key Accountabilities

Safety and Process Safety Leadership

·      Champion the Zero Harm objective and visibly lead safe project execution.

·      Ensure compliance with VTTI and terminal HSE requirements, Dutch legislation, PGS 29, ATEX, Permit-to-Work, isolation and LOTOTO requirements.

·      Lead construction readiness, SIMOPS, task risk and critical activity reviews.

·      Monitor HSE performance, leading and lagging indicators, and timely close-out of corrective actions.

·      Ensure protection against loss of containment, environmental impact and Jet A-1 product contamination.

Project Delivery and Governance

·      Establish the Project Execution Plan, governance structure, objectives, stage gates and decision requirements.

·      Own and control project scope, schedule, budget, resources, risks, interfaces and deliverables.

·      Coordinate engineering, procurement, construction, pre-commissioning and commissioning activities.

·      Lead weekly progress meetings, monthly steering reviews and management reporting.

·      Escalate material deviations promptly and implement realistic recovery plans.

Engineering and Technical Management

·      Lead multidisciplinary engineering across tank, mechanical, piping, civil, structural, electrical, instrumentation and automation disciplines.

·      Ensure design compliance with JIG 1530, PGS 29, PED 2014/68/EU, ASME B31.3, EEMUA 159, EN 14015, ATEX and applicable VTTI standards.

·      Ensure design reviews, HAZID/HAZOP or equivalent risk reviews, constructability reviews and Management of Change are completed.

·      Maintain technical integrity, configuration control and approved design documentation throughout execution.

Contractor and Commercial Management

·      Manage engineering, construction and specialist contractors, vendors and subcontractors.

·      Set clear performance expectations and monitor safety, quality, progress, productivity and resourcing.

·      Administer contracts, verify valuations and review variations, claims, trends and potential changes.

·      Protect the approved business case and ensure value-for-money decisions while maintaining technical integrity.

Cost, Schedule and Risk Control

·      Manage the approved project budget, including commitments, actuals, forecast, contingency and cash flow.

·      Maintain an integrated, logic-linked project schedule with clear critical path, outage, tie-in and commissioning milestones.

·      Ensure objective physical progress measurement and accurate planned-versus-actual reporting.

·      Maintain project risk, opportunity, change, interface, assumption and decision registers.

Stakeholder and Operational Interface Management

·      Act as the primary project focal point for Operations, Maintenance, Asset Integrity, HSE, Engineering, Automation and Commercial stakeholders.

·      Coordinate tank outages, isolations, tie-ins, permit requirements, workfront availability and commissioning windows.

·      Manage SIMOPS and third-party interfaces to minimize disruption to terminal activities.

·      Maintain clear communication with project sponsors and affected stakeholders.

Quality, Completion and Handover

·      Ensure implementation of the Project Quality Plan, approved ITPs, material traceability and Jet A-1 cleanliness controls.

·      Oversee fabrication, installation, inspection, NDT, coating repair, hydrotesting, loop testing and functional testing.

·      Drive system-based completion through Construction Complete, Mechanical Completion, Pre-Commissioning Complete, Ready for Commissioning and Ready for Operations.

·      Ensure punch items, NCRs, as-built documentation, operating information and final dossiers are completed before handover.

4. Key Project Milestones

·      Long-lead equipment and material purchase orders placed.

·      Tanks T402, T403 and T404 ready for entry and modification.

·      Tank internal modifications and DDB installations complete.

·      Fast Flush skid, DPO connections and associated systems installed.

·      Electrical, instrumentation and PCS7 integration complete.

·      Hydrotesting, loop testing, Cause & Effect testing and functional testing complete.

·      Mechanical Completion achieved.

·      Ready for Commissioning and Ready for Jet Fuel Service achieved.

·      Final handover and close-out completed.

5. Qualifications and Experience

Essential

·      Bachelor’s degree in Mechanical or another relevant engineering discipline.

·      At least 10 years of project execution experience in oil and gas, petrochemical, energy or bulk liquid storage facilities.

·      At least 7 years of experience leading brownfield projects in operating facilities.

·      Demonstrated delivery responsibility for multidisciplinary capital projects in the EUR 5 million to EUR 20 million range.

·      Strong experience in mechanical and piping works, tank modifications, E&I, automation, commissioning and contractor management.

·      Working knowledge of process safety, hazardous-area requirements, operational interfaces and Management of Change.

·      Professional working proficiency in English.

Preferred

·      Experience in tank terminals, refineries, fuel systems or comparable hydrocarbon facilities.

·      Familiarity with JIG 1530, PGS 29, PED, ASME B31.3, EEMUA 159, EN 14015 and ATEX.

·      VCA VOL and relevant HSE or process-safety training.

·      Experience with PCS7 integration and system-based completion management.

7. Performance and Success Measures

·      Zero fatalities, lost-time injuries, high-potential incidents, environmental incidents, loss-of-containment events and product-contamination events.

·      Delivery within the approved budget and agreed management tolerance.

·      Achievement of the approved baseline schedule and key outage, completion and commissioning milestones.

·      Full regulatory, technical and JIG 1530 compliance.

·      Complete and accepted Mechanical Completion, commissioning and handover dossiers.

·      Safe and effective integration into terminal operations with high stakeholder confidence.

·      Timely close-out of punch items, NCRs, changes, claims and final accounts.

8. Authority and Decision Rights

·      Direct the project team and contractors within the approved scope, budget and governance framework.

·      Stop work where safety, environmental protection, product quality or technical integrity is at risk.

·      Approve project deliverables, invoices and changes within delegated authority.

·      Recommend scope, budget, schedule or contracting decisions outside delegated authority to the Project Sponsor.

·      Escalate unresolved operational, commercial or technical conflicts through the project governance structure.

9. Role Profile

This is a senior project leadership position requiring substantial brownfield execution experience, strong contractor and stakeholder management capability, and the ability to deliver a multidisciplinary project safely within an operating terminal. The successful candidate will combine practical site leadership with disciplined project controls, sound technical judgement and strong commercial awareness.
